Ukraine to resume excise tax on fuel to replenish budget during war

KYIV – The Ukrainian authorities has requested parliament to partially restore excise tax on petrol and diesel gasoline to spice up the state finances, depleted by months of battle with Russia, Infrastructure Minister Oleksandr Kubrakov mentioned on Monday.

He mentioned the resumption of excise tax at 100 euros ($101.96) per 1,000 litres may present the state finances with about 2-3 billion hryvnias ($135.54 million) every month amid a month-to-month deficit of about $5 billion.

“The finance ministry is in a difficult state of affairs,” Kubrakov informed a televised briefing. “Any further revenues to the finances from taxes that had been beforehand cancelled are important and matter.”

He mentioned the tax may very well be launched in September or October.

Ukraine cancelled excise tax – which was 213 euros for petrol and 140 euros for diesel gasoline – in March after Russia invaded Ukraine on Feb. 24 and reduce logistic chains.

Ukraine used to import nearly all of the gasoline it consumes from Belarus and Russia. Parliament cancelled excise tax to assist merchants make sufficient revenue to fill the home market with gasoline from Europe.

“The state of affairs stabilised in July. There's sufficient gasoline at gasoline stations,” the minister mentioned.

He mentioned the partial resumption of excise tax shouldn't trigger a considerable rise in retail costs in Ukraine as gasoline was getting cheaper on the world market.
